Real walkability is experiential – it is best, most reliably judged by experiencing whether a place feels pleasant, safe, and practically functional to navigate comfortably on foot in real, everyday practice.
The 15-Minute City, Block by Block
Paris offers one of the more deliberate, closely watched experiments in engineering walkability rather than hoping it emerges naturally. Under a planning concept known as the 15-minute city, city hall has spent years methodically working block by block to ensure most residents can reach a school, a grocer, a pharmacy, and a park within a short walk of home, removing car lanes in favor of bike paths and pedestrian plazas along the way. Barcelona took a related but distinct approach with its superblocks, or superilles, grouping several existing city blocks together and rerouting through-traffic around the perimeter, effectively handing the interior streets back to residents, cafĂ© tables, and children playing football in what used to be a thoroughfare. Neither approach was universally popular while underway – shop owners in both cities worried loudly about losing drive-by customers, and some of that friction never fully resolved. But foot traffic and local business revenue in the reclaimed superblocks reportedly climbed within a couple of years, a data point that planners in other congested cities have been watching closely as they weigh whether a similar, politically uncomfortable intervention might be worth the short-term backlash.
What Gets Lost Without These Details
A city can check every walkability box on paper – density, mixed use, transit access – and still feel unwelcoming to walk through if the small human-scale details are missing. Bench placement, working streetlights, storefronts at eye level instead of blank walls: none of these show up in a formal walkability score, yet they are often exactly what a pedestrian is unconsciously reacting to when a street feels pleasant or does not.
